Phase Two: Report Development
In Phase Two, the focus is on gathering detailed research to create a comprehensive report on the impacts of the PCP Climate Action Plan compared to locally focused environmental programs. Here are the key steps:
Research Costs and Budget
Evaluate the financial costs of the Climate Action Plan versus locally driven environmental initiatives. This includes working with your municipality’s finance department to request line-item details for specific climate-related expenditures, such as:
Fleet studies, EV charging stations, EV fleet upgrades, bike lanes, biomass studies, retrofitting municipal buildings, environmental education, and energy efficiency programs.
Gather information on community-focused programs, such as tree planting, pollinator initiatives, community gardens, and beautification projects, to compare costs and assess local priorities.
Investigate Funding for Local NGOs or Consultants
Identify any local NGOs or consultants receiving government funding to monitor UN Sustainable Development Goals (SDG) progress. Request details on their funding sources, including amounts received from various government levels and external sources. Nonprofits should provide this information upon request, and a sample email request can be drafted to assist.
Develop the Climate Action Plan Report
Create a detailed report analyzing the Climate Action Plan’s costs, impacts, and alignment with community goals. Include recommendations and a resolution for the council based on findings from our main report on the PCP program.
Submit the Report to Council
Once complete, submit the official report to the local council for review. This report will serve as a basis for advocacy and inform future decisions on local climate initiatives.
Create a Petition and Delegation Scripts
Develop a petition based on the report, tailored to action items on the council agenda, encouraging community support for locally-driven programs.
Draft delegation scripts for council meetings to help advocates clearly communicate report findings and recommendations aligned with local issues.
Email Report and Petition to KICLEI
Send the finalized report and petition to KICLEI to develop a webpage version, making it accessible for community-wide support and further advocacy.
