Phase Three: Protect

Community Engagement & Mobilization

Phase Three: Protect – Community Engagement & Mobilization

In Phase Three, the focus shifts from research to action. With the findings from Phase Two, this stage helps you engage the community, communicate with decision-makers, and mobilize support for locally-driven environmental policies. Here are the key steps:

Develop a Public Petition

A well-crafted petition demonstrates community support for local environmental initiatives over the Partners for Climate Protection (PCP) program. This document should be clear, concise, and action-oriented, outlining key concerns such as privacy issues, financial impacts, and loss of local autonomy.

Once finalized, the petition should be distributed widely, including:
✔ Local community groups
✔ Social media networks
✔ Door-to-door canvassing
✔ Public events

Encourage residents to sign and share to maximize impact before submitting it to the council.

Prepare Delegation Scripts for Council Meetings

A strong delegation script allows you to effectively present your findings at a council meeting. The script should:
✔ Summarize key concerns from the Phase Two report
✔ Highlight financial and policy implications
✔ Call on the council to prioritize locally-driven environmental programs

Practicing the presentation in advance ensures clarity and confidence when addressing council members.

Engage Councillors with Follow-Up Communication

After presenting to the council, it’s important to continue the conversation. Sending follow-up emails ensures that key decision-makers remain engaged. These emails should:
✔ Thank councillors for their time and consideration
✔ Reinforce the main concerns from the report
✔ Encourage further discussions on withdrawing from the PCP program
✔ Invite councillors to attend a community town hall for broader input

Ongoing communication helps maintain momentum and reinforces the importance of local decision-making.

Host a Community Town Hall

A town hall meeting provides an opportunity to:
✔ Share findings from the Climate Action Plan report
✔ Answer community questions and concerns
✔ Build consensus on locally-led environmental solutions

To prepare, develop clear talking points and a presentation that cover:
✔ The costs and impacts of the PCP program
✔ Alternatives that align with local priorities
✔ A call to action encouraging residents to participate in the petition and council advocacy

Encouraging local media coverage can further amplify the message.

Gather Community Feedback with a Survey

Creating a community survey allows you to measure public sentiment on the PCP program and local environmental priorities. The survey should assess:
✔ Awareness of the PCP program
✔ Support for local vs. global environmental initiatives
✔ Concerns about financial costs and privacy
✔ Willingness to participate in local stewardship programs

Collecting and analyzing responses helps tailor advocacy efforts and strengthens the case for locally-driven policy changes.

Share the Campaign with Local Media

A press release informs the media about your advocacy efforts and upcoming town hall meetings. It should include:
✔ Key concerns regarding the PCP program
✔ The community’s response and proposed alternatives
✔ Details about upcoming events and opportunities for public engagement

Engaging with local media helps spread awareness and attracts broader support.

Build a Campaign Webpage

A dedicated campaign webpage keeps the community informed and engaged. This page should include:
✔ An overview of the campaign’s mission and goals
✔ The latest reports and findings
✔ A petition link for public support
✔ Details about upcoming events and meetings
